To combat the hoarding of scarce medical supplies such as masks, gowns, medication, and hand sanitizers, President Donald Trump signed an executive order on March 23, 2020, to prohibit such hoarding. Additionally, the COVID-19 Hoarding and Price Gouging Task Force was established to aggressively pursue individuals and businesses who have accumulated a stockpile of critical supplies either far beyond what they need or in order to resell at a higher price.
Hoarding scare materials for the purpose of reselling is prohibited under the federal Defense Production Act (DPA) of 1950. Violating the DPA is punishable by a maximum federal prison sentence of one year and a fine of no more than $10,000.
